Caribbean citizenship by investment: 12 questions answered

A second citizenship should answer a real question in your life: easier travel planning, another country to call home, continuity for your family or a base for future work. This guide starts with the Caribbean picture and then explains what Saint Lucia could mean in practice.

Use these twelve questions to prepare a useful first conversation. Your family structure, existing nationality, finances and intended destinations shape the answer for you.

1. Which Caribbean countries offer citizenship by investment?

Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, and Saint Lucia operate citizenship by investment programmes. A successful application results in citizenship of the country concerned, rather than a single regional citizenship.

2. Which Caribbean citizenship programme is right for my family?

7. Can any of my investment come back?

The fund contribution is non-refundable. National Action Bonds involve $300,000 held for five years and pay no interest. Possible repayment of that principal depends on the bond terms and sovereign risk; it is not guaranteed. Public and professional fees remain costs of the process.

8. What can a Saint Lucian passport change for my travel?

Start with the destinations you actually use. For someone whose current passport requires advance visas, eligible visa-free Schengen visits can make business meetings, holidays and family visits easier to plan.

The applicable short-stay framework allows up to 90 days in any 180-day period, subject to entry conditions. It does not confer EU residence or employment rights. 9. Can I live and work elsewhere in the Caribbean?

Saint Lucian citizenship gives you a country you can make home. The OECS movement framework also provides residence and work opportunities in participating neighbouring states: Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, Saint Vincent and the Grenadines, and Montserrat. Destination formalities and professional licensing still need to be checked.

CARICOM is a wider community, and its rules are not identical to OECS arrangements. CSME opportunities for eligible skilled nationals and businesses have their own requirements. CARICOM’s July 2026 communiqué described Saint Lucia as taking steps towards participation in the newer full-free-movement arrangement; that is not confirmation of unrestricted work rights throughout CARICOM.

10. Do Caribbean programmes have the same relocation requirements?

No. Residence, visit and other conditions vary between programmes and can change. For example, Antigua and Barbuda includes a five-day presence requirement within the first five years after citizenship.

Your planning should account for the conditions of the selected programme and the life you want to maintain today. 11. Does a second passport change my tax residence?

Citizenship and tax residence are separate. Obtaining another passport does not automatically make you tax-resident in the issuing country or end your tax obligations elsewhere.

Where you live, your connections and the rules of the countries involved still matter. Include those questions in your planning and obtain the relevant tax advice before making decisions. Citizenship should be assessed for the real options it adds to your life, rather than an assumed tax outcome.
